Slow Scrolling and Unit Movement!?!?!

Yeah, I did not know Civ 3 was such a resource hog? or is it that my computer is too slow... Why does it have slow scrolling in the map??? Everything else runs smooth but its chunky unsmooth when you move to look around on the map. And when you click on a unit to move it, The thing that points where the unit should go is not the smoothest either...

MY System is

Intel Pentium 3 800Mhz
128MB PC-133 RAM
NVIDIA RIVA TNT2 Model 64/Model 64 Pro 32MB
Sound Blaster Live Value!

What is going on?, I have the lastest patch for the game... Is there a problem?

I have the same thing happen when it gets late into a game, usually with 16 civs on a huge map. My comp is similiar to yours, so i'm pretty sure its not just you. I can tell you its not due to the patch though.
