It doesn't Work. Do I have to save the Notepad to make it affect the game mode? Wang Kong is still Txt-kehy-leader-WANGKONG.

I don't think so. I live in America and it is an American Windows XP. I'll check and see.
Also, I saved the notepad with the Caching set at 1, not 0, but it still doesn't work.
Warlords leaders, as well as Espionage notices don't work. Many cities also are crazy with the names.

No, my BTS is acting up. Warlords does as well, but I don't use it.
Espionage doesn't work, Achievements doesn't work. Wang kong turns out as txt-key-WANG or something. Events is a bunch of txt_key insert event here. Yeah, and I can't uninstall it either.
Any other advice?

Is this patched to 3.19? Is this the disc version or a digital/download done?

Achievements as in "You built your First Archary Unit" and "You built your first Melee Unit".
Espionage doesn't work. It says txt-key espionage. The Cost is invisible as well.
Nor do events. I can only guess what the results of them are.
The only thing that I can control is playing without espionage or events.

this sounds like a corrupted installation - I would reinstall following this guide
