I changed to a dual boot system: kubuntu and win11 and cannot start civ 7 because of missing file privileges.
The files are on a ntfs disk, which also has all other user files on it. All other games can be started.
If I want to move it elsewhere steam enables moving to the kubuntu disk - but then the game wouldn't be available for win11 - but this is for all other games too.
For whatever reason, the game/steam downloaded the vulkan shader(?) file too. So now it works.
