Some Help with a Trait

I'm planning to release an Akkadian civilization and I need help with the following trait, which of course requires lua which i'm struggling to get my head around at the moment...
Anyway, here it is:

Whenever war is declared, a free Lugal appears near the Capital. The empire also has a chance (33% chance) to enter an 8 turn Golden Age.

So, any help? Is it possible?

I beleive it's possible. Although I don't know Lua well enough to say exactly how you'd go about it, I'd take a look at JFD's Empire of France civ. Its UA gives you a free Great General on the outbreak of war with a major civilization. (Note that he added the restriction to major civilizations because it was too easy to just constantly declare war on minor civs to generate tons of GGs...) But it would likely have most of the Lua code you'd need, you'd just need to switch what unit was spawned.
