Some things about Culture

After playing some C2C games, I felt that the cultures feels somekind of...... empty. I don't know what was the ideea about seperating cultures from civilizations, but it seems that the project looks a bit unfinished. I want that cultures to be much important,because, right now, the "building" of a culture doesn't seem different from building a wonder.
I think that cultures should change how units looks, how the cities looks and the bonuses should be much vissible (like a tendency to a specific product/faith/buildings). I think that cultures should have a important role in game. This is NOT a complaiment,I only want to tell my opinion about the cultures in the game.
Also, because, of my fault, the discussion about changing the name and the flag of Wallachian culture begin good, but continued into a confusion, I will write what changes needs here:

There are over 400 cultures.
It would be impossible to make cultures change look of units and cities anyway.
 
Ok, I understand that is impossible, but what was the idea of splitting up the cultures from civilizations? I think that a culture should add a flavour to a civ. There will be changes in culture's mechanics?Like how they can be build, how to get them?

One of the original ideas behind Cultures was that they would replace Civilizations and you would change your Nation Culture (Name, Flag, Leader and art styles) as you progressed through the game. However as a stop gap many Civilizations were added and now there is so much extra work needed to progress this. As I discussed on the Python Forums (thread) it is almost possible to do this now using Python. Unfortunately the stuff that the dll allows to Python to do would make it very slow. It also would break Teams, game history (the graph) and needs a spare slot (NPC?) to be used as a place holder. Would have to be done in the dll. A rough outline of what would need to be done is in the thread, I think I have a more detailed list somewhere.

Actually having the unit graphics based on Culture is possible. There are mods out there that do it for Civilizations just using XML. Sparth did some work towards it. However it is a memory hog as all graphics are loaded at the start of the game (by the exe) even those that will not be used in the game.

Is using the WW part of the plan?
