Is the 15% science bonus applied to your total science or applied to your base science?

IE: is it a modifier on the university/public school level, or is is applied after that?

From what I recall it's empire wide.

I don't recall seeing it in any city-screen, but did see the +15% applied in the tooltip for the top menu bar.

yea I can confirm that it is +15% to total science, post all other modifiers.

It's amazing, but it's less amazing than 2 free techs

But good to know, I often overlooked this policy. I think I'll be grabbing it if I can afford the two policies (university one not worth it on its own).

If you have any interest in mods, the "Balance - Policies" mod in this thread increases the happiness from universities from that policy to +2 and has a major effect on the trade off cost of that half of the rationalism policy tree!
