Space Race question

Hello everyone, I have a question that I know is going to sound stupid but I have to ask anyways. I'm trying to win on Warlord leve, but I can't seem to achieve victory with the space race... I have my technology bar at 100% for the entire game, and I employ scientists in my cities, but I can't seem to get all the required techs before the game turns run out. Do any of you have some suggestions?

It's all about commerce. Your science output is basically determined by your total commerce. If you've got the slider at 100%, then that means you're converting 100% of your commerce is to science. So the more money you're making, the more science you're outputting.
