In two different games, I have been the first civ to complete building my spaceship, but then I can't bring up the screen to launch it. Is this a glitch, or is there some other way to launch it besides using the F-? key and the "s" in the bottom right of the screen?

It sounds like when you have started a new game, you haven't had the Spaceship Victory condition enabled.
I'm pretty sure it's not possible to delay the launch, once your spaceship is fully built. Your only option to get to the next screen, is to hit the launch button.
