I noticed during the last turnchat some annoyance over governors' specification on the specialist type in various cities because they seemed to accomplish nothing. I would like all governors to ensure that they use specialists wisely.

My suggestion would be that if using scientists would make lowering the slider possible without turn loss in researching, as many scientists as necessary would be used, with all others being taxmen. If the slider could not be lowered, all taxmen should be used. Unfortunately, the only way to test this is by making all specialists scientists and check to see if the slider can be lowered, and if so, changing specialists to taxmen until the slider cannot be lowered, and setting the numbers of each accordingly. This would cause the DP to MM a lot, slowing the game even more. :(

Follow or ignore my suggestions as you desire.
 
Specialists accomplish something, but that might not always be immediately noticable. Especially scientists fall into that cathegory. Having enough of them might just enable the DP to lower the slider (and still get the tech in the same time) 1 notch more or 1 turn earlier.

Taxmen's accomplishments are immediately visible and therefore more preferred, but not neccesarily better. Let's keep the use of laborers (city-inhabitants) to the Governor's; they know best. And let's not get irritated over apparent non-comprehensible buildqueues or laborer-usage; we all strive to do our best. Usually it works; sometimes it doesn't; but hey: that's Democracy !
