I noticed during the last turnchat some annoyance over governors' specification on the specialist type in various cities because they seemed to accomplish nothing. I would like all governors to ensure that they use specialists wisely.
My suggestion would be that if using scientists would make lowering the slider possible without turn loss in researching, as many scientists as necessary would be used, with all others being taxmen. If the slider could not be lowered, all taxmen should be used. Unfortunately, the only way to test this is by making all specialists scientists and check to see if the slider can be lowered, and if so, changing specialists to taxmen until the slider cannot be lowered, and setting the numbers of each accordingly. This would cause the DP to MM a lot, slowing the game even more.
