Nuke Attack!!!

When I declare war on someone, all my spies moved out of its culture bolder just as the military units.
That really makes no sense as spies are not combat units and the rival could not notice their upcoming and lurking( the one noticed was destroyed immidiately

Yeah, maybe it's not a bug but a balance issue, but it's really annoying when I tried to launch a intercontinental attack - yeah, if for balance, just remove the stationary EP cost reducing when the war declared and so the spy need to still wait 5 turn to decrease its mission cost may be better than drive them out.
