Spy will not go outside my own country

i probably miss something very obvious maybe rules change, but since2 weeks or so i cannot move my spy's into another country/civ any reason anything i missed?

• Spy missions can no longer be performed in cities of a player you have an Alliance with.

Currently not working properly though. Spies cannot be sent to your Allies, but will also be kicked from the target Civ if they start an alliance with another Civ.

but i must say i dislike this game mechanic intensely al my ways to win are slowly remeved from the game, and with the bug the whole spy mechanic of the game is useless, like not more priveteers, it has become childish and the fun is gone.i play °civ since 2 all versions but 6 is way the worst of all
