Star cities were the best defence geometry gave to mankind.
Free sprawl cities are a geometric chaos.
How could civ VII combine the two concepts so they could live together happily???

What defines a Star City? Is it just a wall upgrade?? Or it's far more complex?
Each star point is a bastion, a firing position, then there are towers behind, also firing positions. Walls and trenches in between...
Every Independent city state that wanted to survive the middle age artillery adopted this geometrical approach.

City sprawl negate this geometric beauty. And it's defence capabilities, i.e. firing positions on all bastions, that would mean
at least 4 (minimum, up to 11, 13, etc) corners are also bastions, that a unit can position inside.

City sprawl has to happen within the walled city, food on the outside.
