It's still in Alpha, you can preorder. What you get is already pretty solid (no crash for me so far!), the basics for a great game are already there. A lot of features and depth ismissing still - but thats what development is for...and here you have the chance to become part of it. I haven't regret the investment...
Why I call it "strongly leaning towards" MoO2?
- it is completely turn-based (both empire managment and combat)
- the combat takes place on a extra map and it isn't done with cards, only visiual or something. No: It works like in Moo2, moving, shooting etc.. Of course it isn't as detailed, balanced or rich as MoO2 yet, but at least the mechanic allows is to come close to MoO2 one day
- AI is pretty decent for an Alpha and will be one focus for the game (attempt to make it less cheating, but "more intelligent")
- Ship Editor is not in yet, but will get added according to the latest news
- Diplomacy offers similar options compared to MoO2
- no star lanes
- the developers stated that they see Moo2 as genre reference (though they don't want to make a "clone")
There are some differences of course, too...like:
- three research departments where you gradually unlock new choices for research
- no Moo2-sytle-food-managment (planet fertility is there, though); to be more prescise: there aren't individual pop units you assign to certain jobs
- limited spaces for buildings on planets (like GalCiv2 and many other 4X games)
- leaders are working slightly different
