As for our border with the Klingons, its pretty much what it is now. Anything in the Artaxata system (defined as anywhere you can travel to from Artaxata without a spaceship) is Romulan and everything in the Orion system is Klingon.
Your freighter is trespassing, being nearer to Artaxata then Sanctuary. In cases where you have no planets nearby, we adopt the Federation standard of three spaces around our planet. As this may be a mistake since you did not know Artaxata was there, we will overlook it this time - but we reserve the right to destroy anything in what we consider to be Romulan space.
