Hmmm, I have no problems, I've download the file, unzipped it and copied the flics to art/flics an all works fine. The ZIP has a logos sub directory, perhaps this may the problem.

my problem is the labels. foreign...

Hmm, the labels.txt in the zip is english, what labels are you talking about?

BTW: Keep away from the Borg, they are agressive. I lost 2 colonies in 3 rounds, just because I had no spaceships to kill their probes...damn Valiant Class is too weak. :)
I think it's the first time I'm happy to loose a city

Ok, new version!

changes:
- Star Trek leaderheads are back
- Removed Pollution
- Removed Disease
- Daedalus Class ships don't crash the game anymore :)
- Some minor changes to Terrain settings
- Fleet Academies no longer allow Airlift and Airdrop
- Removed Colonist and London Class/Probe from Starting Troops
- Some minor changes to Minor Civ's (Defence units, City Size)

EDIT: File removed

New Day, new Version :D . Some changes this time, some fixes, some improvements.

1. Changes to Despotism and Democracy Governments
2. More options for Terraformers
3. Colonization Program unbuildable for Minor Race (Never saw them build it, but better to block it first ;) )
4. Added Recources to map
5. Some other changes to Minor Civ
6. Some buildings and nearly all units require recources now
7. Some changes to Terrain (because of 2.)
8. Some changes to map

Ok, more about the recources:
I put on map: 7 Strategic, 2 Luxury Recources and 1 Bonus Recource
- Dilithium, Natives, Iconian Relics, Anti Matter, Titanium, Duranium, Neutronium (Strategic)
- Latinum, Romulan Ale (Luxury)
- Moon (Bonus)

Because the AI don't understands Sea/Air units with Terraform abilities, recource placement is a bit more complicated than in normal civ. Traderoutes can be build on Planets, Gas Giants and Asteroids, but NOT on Solar System (like I planned it). So you have to found your colonies on a planet you are able to connect to the recources in that System, or on the planet that offers the recource. Trade Port (Alien Cultures) allows Trading with other Colonies.
Dilithium, Titanium, Duranium and Neutronium are VERY important. nearly all Spaceships require 1-3 of these in different combinations. Anti Matter is less important, but some ships need that one too. Ground Units require no recources.
Iconian Relics are important if you play for Wormhole (aka Spaceship) victory, some parts need them. (But until you reach Post-TNG Era there will be probably another version  )

Here it is:

looking good! and the labels have fixed themselves...which is also good. i'm releasing a new version of my mod today too...heh

hmm, weird...weird...weird
I just noticed the AI never built the colonization Program in my V 0.4 game. And I have no Idea why...damn it. It's possible the AI won't build it in V5.1 too

DAMN IT!

ok, now thats REALLY weird. The AI just build Units, Borg Ground 1, Terraformer and Probes, NO buildings, no small wonders, and no city improvements

I've noticed this too. I wish I knew how you've done it though...that would be really helpful for my mod in some scenarios...

Hehe, I found the Problem :)

I removed the Colonist and the Trasport ship from Starting Army. Thats it, AI wasn't able to build a colonist, so it kept building units for some reason. With the Starting Colonist and Transport the AI founds a colony and then starts building the Colo program :)
I'm gonna test something, and then post the corrected file.

What a stupid AI. Thats idiotic!
