Just tried the game again. Got the same error message. Same situation as outlined in my post above. Here's the exact message.

The game will now exit.
EDIT: I got past the above error by taking a standard game pic and renaming it building_small.pcx and building_large.pcx after seeing that all buildings in the pediaicons.txt point to those files.
I can now build buildings and the game keeps going....
New Problem:

The game will now exit.
There is a Transwarp Conduits in the Large icons section is this supposed to be Transwarp Gates or is that a different tech altogether. Let me know how I need to change the pediaicons.txt so that I can keep finding out new problems.
Other noticed problems:
in diplomacy screen.
1) Investigate city takes the gold but doesn't let you see the other civ's city.
2) Build embassy takes the gold but doesn't place an embassy with other civ.
As far as only seeing the borg build units. I can believe it. techs with buildings for the borg are few and far between at the start. so all you can do for awhile is build units. I had about 30 ground units in my homeworld city alone simply because it took awhile to get a tech with buildings.
Is the colonization program the only way to get colonists?
