Rebels can still live on even if empire captures all their cities like the koreans in the japanese invasion of korea scenario
Special Abilities:
Rebel Special Ability: Evade (All Rebel Units 2 Tiles Away From Enemy Units move faster)
Empire Special Ability: Iron Fist (Diplomacy with others is more favourable to you when # of units is near their border.

Victory Conditions
Victory for Rebel Alliance: Courasant is retaken for certain amount of turns (for rebuilding senate, maybe takes
longer if after empire destroys it)Also, galaxy must be friendly with at least half of galaxy
Victory for Galactic Empire: Entire Galaxy is Rebel-free for certain amount of turns.
PLOT TWIST: If neither side has won by certain number of turns, Yuuzhan Vong War Occurs (just fiddle around with the barbarians)
