Start locations not on tundra?

Is it possible, with the C3C editor, to create a map that has random start locations, but no startlocation is on tundra?

What I found is that in the editor I can specify that on tundra you cannot create cities, but that is not what I want, I just want no start locations on tundra.

I'm asking this because I wanted to play on El Mencey's big earth map (362x362) with all 31 civs, but I got 5 or 6 civs getting start locations in the Canadian tundra.
 
I am Not absolutely sure if there is a "work around" that I am unaware of but if a Terrain is set where you can Build a city on it...it will also be a valid starting location.

So IF you do not want any CIVs starting on Tundra, you will have to specify that no city can be built on it.
 
Since you're using a custom map, you can just spam start locations with no player association all over the place wherever you might want to see a civ start. When you start a game the actual starting locations will be "randomly" chosen from those specified on the map. I don't know if the selection is any more or less random than typical start location placement.
 
I was thinking of General Game settings rather than Created Maps for some reason:crazyeye: ... That technique works well on Custom Maps Weasel Op. I use that in another Game I have and that would allow ThinkTank to avoid Tundra Starting Location :goodjob:
