Starting biases?

In the AI battle royal I noticed a starting bias for Brazil and Russia since both civs are custom made to thrive on certain tiles . Yet I noticed Japan started inland although they are a coastal civ.

Question, if I'm playing as Norway (a heavy sea Civ) on a non-islands map will I get a bias start at a coast at least? It appears only certain civs get a starting bias.

No, but the developers have outright stated that Brazil and Russia have a starting bias. They haven't indicated one way or another if Norway and Japan do, and it is a pretty big deal. They're punished quite a bit if they don't.
Given how wackily imbalanced it is for certain civs (including all 4 of the above, though in the case of Russia it is a punishment), this really should be on the civ's summary screen, if not actually part of one of their traits.
 
Starting near thundra is very nice for a religious game if you can get the pathernon.

For Russia thundra can actually be better then plains so that is something to think about and of course land is power.
 
One would assume that Japan, England, and Norway would get a coastal bias at minimum. Perhaps Japan gets and Island bias, if there is such a thing (and on all map types)?
 
Yeah, I think it's clear from playthroughs that Japan doesn't have a starting bias for ocean - but it definitely should.

There is no reason for that. The only coastal part of the civ is the LUA, and that has been shown to be interchangeable.
