Hows this for an idea? Having options for a civ when you start like having
a UB replacing a UU or vice versa. You can only choose 2 but you could mix
and match them to better customize your Civ.

I think the purpose of this would be specifically to unbalance the game. :) I like the idea.

Indeed, that would seem to be the point. Also, if you can choose UU/UB/UI it means you can also choose UA.

India UA + Floating Gardens + Terrace Farms on a highlands map with lakes anyone?

So it would not be usefull for creating representative games, but it could be alot of fun!

Not what I had in mind. Each Civ would have 3-4 UU or UB to choose from.
Such as Landschneckts, panzers, Brewery and Schloss. You would be able to
choose 2 from the list. Just something for a little customization and variety.

Interesting concept, though I would hate to choose one option over another before seeing the map I am playing on. However, I do like choices and most of the game is set up as a roll of the dice anyways so the appearance of the map really shouldn't negate my civ UB/UU choices. Your idea is a nice way to add to a civilization without simply giving it more and more within the game and thereby rendering it ununique.

If the developers will actually make 3 or 4 UU/UB/UI per civilization, the best way to create variety is to put them all in instead of choosing two.

Like Kurtbob said, picking something before you've seen the map isn't af much fun as it sounds.

Also, having more UU/UB/UI which correlate with each other will truly set a civ apart. Instead of just choosing two which might not correlate at all.
