starting positions

When creating a new scenario I put the player starrt position in a certain place but when I start the scenario I never starrt there can anyone tell me why. Also how do you add specific civilizations to the scenario ie if I created one for the Battle of Britain and only wanted Britain and Germany in it how would I do this?

Please help!
