Steam error when loading BUFFY

I have Civ4 on Steam running on Windows 7. I did all the fixes on the Win7/Vista page for BUFFY. When I try to load the mod, the game restarts and I get a Steam Error that says "The game is currently unavailable ( Application running)." It seems the game is restarting too fast for Steam, and the old executable hasn't finished running in time for the game to restart with the BUFFY mod.

Any suggestions?

Why don't you set the mod in the ini file, so that it automatically loads using the mod.

Mod = Mods\BUFFY-3.19.003
