Stop converting my cities

Apparently if you're a Pagan, you can't Casus Belli over religious conversion either. Gameplay-wise it's nice. Theme-wise, well it's sad to say this but it makes sense. Organized religious fairly systematically wiped Paganism off the face of the Earth. At least Paganism's role in the global stage of nations and empires.
 
In my last game I asked Ghandi to stop converting to my cities and he never did it again.
There could be several reasons for that.
1. He actually kept his promise, because that's his personality.
2. He discovered Sumer(ia) which was a little bit closer to his borders. (Since I asked him to stop he directed all his apostles to Sumer)
3. He was afraid of my military and that's the reason why he kept his promise.

I've had Ghandi trying to convert me in two separate games and asking him to stop never did any good. He didn't pause or let up for a second. In one game, after about the fourth time I declared religious war and knocked his cities off my continent, but got a stiff warmonger penalty for doing so. So, I don't think it's in his in-game personality. You just got lucky.
