As in the Fall from Heaven mod (which this uses the engine from), the first number is the strength of the unit when attacking, the second is the strength of the unit when defending.
So, cavalry units, chariots iand siege weapons are better at attacking, while archers and pikemen are better at defending.
This is how all civ units worked in Civ1-3, it was only in Civ4 that these numbers were combined together into a single offensive and defensive strength value.
I thought that was what it was but the damaged units use the / sign to separate current and max Str in #4. maybe I would quit having accidents in my pants if you used a diffrent sign between off def.
