For the most part, the city governors (Civ3 term for citizen automation) work extremely well...better than they did in Civ3, and the interface is vastly more convenient. I never automate workers, but the governors seem to work very well now, so I leave them automated and only occasionally take over tile management.
But then I came across some odd behavior:
In the first screenshot, citizen automation is on, with "Emphasize Production" enabled. The spearman will take 20 turns to complete:
In the second screenshot, I've manually placed a citizen on the copper mine hill, and now the spearman will complete in 4 turns:
I realize that, indirectly, there will be a long-term production benefit to growing the city's population first. But in all my experimenting with these options (over two games now), it has always seemed to take the short-term goal, which is exactly the behavior I want. Build the spearman ASAP, with no regard for the consequences. Except in this case.
Can anyone figure out what's going on? Is this a bug? I've attached the saved game.
