Strange Problem with Civ4

I've had Civ4 for several months now but have not run into any problems until recently. You can see the problem in the picture below (the parts of the screen that have the techs, etc, are gone).

I have tried reinstalling but it did nothing. Whenever I click on "Options" (or "Civilopedia") nothing happens, so I can't I can't fix the problem there. Is this just a setting I accidentally enabled, or a real problem (and if it is a problem, how do I fix it?)

Have you tried a totally clean install? By that I mean removing all traces of Civ from your computer (back up any saved games and your replay files somewhere safe for the time being, if you want to keep them) - uninstall the game then manually delete Civ game folder & contents and ALL Civ folders and files in My Documents. Then re-install game and apply the latest patch. Test, then restore backups if all is well.

This should fix any corrupt files, dodgy settings or any problems associated with any mods you might have installed and hopefully the game will display properly again. If not then we must assume the problem probably lies elsewhere.

PS. Just to discount the possibility, try ALT-I and CTRL-I within the game first. I've just learned that these keys remove the interface - all info at top & bottom vanishes (except for a date at the top right) and will only show up when you select a city (selecting a unit does nothing).
