Strategic View

Here you can see the difference between a pillaged quarry mine in strategic view @ 13:39 and standard view @ 13:46. It also shows what a campus district with a library looks like.

I love the handdrawn style of this new strategic view. Not a big fan of the squiggly border lines, however.
 
What little Civ V I played, I used almost only the strategic view. Not for performance reasons, but because the 3D view is imo bad foir this kind of game.
I can probably live with the jigsaw borders, but they are overdone. It's sometimes hard to find out where hexes are, so this part is badly done.
I am more concerned with seeing buildings and districts on the map. If I have to zoom in in order to see the content of the city, then I'm just going to wish there was a city screen.
The icons are generally not very clear and I agree with the OP that in the current state, it does notlook very usable. It's beautiful if you want a cloth map, but I'm not sure it's good for playing the game.
