It is OK. The defender wins 9/8 of battles, the attacker wins 7/8 of them. (the defender has always an advantage: read <A HREF="http://apolyton.net/forums/showthread.php?s=&threadid=988">Info: Combat (GL)</A> thread <IMG SRC="http://forums.civfanatics.com/ubb/wink.gif" border=0> )
i.e. wins are split in the ratio 9 : 7 and it causes a high probability that the defender will win all the combat.

There is written in the rule book of classic CivII that they won't bother us with particular details... We are not deliberately being misled, but liberated from complications <IMG SRC="http://forums.civfanatics.com/ubb/wink.gif" border=0>
And errors are everywhere (books, civilopedia, War Academy...). The idea of "condensed" threads should solve it: errors are corrected continuously.
