@j_eps: Just where would Canada run as a mandate, hmm? There's nowhere for them to run. Australia already runs the south-eastern part of New Guinea, it makes sense to get north-east New Guinea as well, New Zealand, like Australia, got places close to home. There's nowhere like that for Canada. It's a practical consideration as well as a political one, dude.
