Stupid city placement/resource question

I'm still a little new to CIV, so forgive the silly question...

If you settle a city on a tile with a resource, do you automatically get that resource (as if you had built the required improvement), or do you loose the ability to get the resource?

Mid-game, I accidentally settled a city on top of an unimproved iron tile... and I'm pretty sure that it just gave me the iron, as though I had built a mine! Super!

Next game, I settle a city on a cow tile, thinking I'll get the pasture bonus, but I don't think I did. Instead, I just wasted the cows. However, I also realized it was the very first city and I hadn't researched animal husbandry yet.

Anyways, if anyone can clue me in to how this works I'd appreciate it. If you DO get the resource just from settling there I'd like to take advantage of it, but if not I don't want to wast the resource!
 
For strategic/luxury resources, you get the resource automatically once you have the appropriate tech researched. But you do miss out on the extra production from the mine, extra gold from plantation, etc. For bonus resources like cow, stone, etc., you are losing the value of the improvement but can still get the bonus from stables or stoneworks.
 
Sometimes it is vastly superior to settle on a resource. The perfect example is this tile: gemstone, river, plains, hill. Best tile ever.

I get the rest, but why would you want plains? Any other terrain would let you build the stone works.
