Stupid worker won't go home!

So I'm playing Deity Pangaea as China. I have a lot of rifles, mostly former cho-ku-no. Pretty good. Catherine has the largest land mass. She has some rifles, but hasn't upgraded many of her troops. I get everyone into pacts of secrecy against her so they won't hate me too much and I go to war. I grab a couple of cities, then come upon a cultural city-state she has taken. Great. I can really use the culture. Meanwhile, I grab some workers. One of them belongs to Ramesses. A little good will goes a long way. I have more workers than I could possibly need. I give it back to him.

The worker goes and sits in that captured city-state of Catherine's and won't go anywhere. I can't attack (to liberate) the city-state without going to war on Ramesses. I tried giving him open borders so the worker would have a clear path home. He just sat there. I tried getting Ramesses into the war, which should teleport the worker home. He refuses.

Since when can workers even park it in other peoples' cities? Is there anything I can do here? I'm not really worried about Ramesses (he ceased to be a threat when he stupidly embarked his entire army near my cho-ku-no), but I'm trying to avoid the general ill-will that comes with multiple declarations. How do I get this jerk to get out of my way?
