[R&F] Submarines still able to torpedo land units and cities.

As mentioned, Subs are still able to torpedo units on land, and cities/encampments. Have I overlooked something, or is this supposed to be intended?

The nuclear sub is okay, as it has cruise missiles equipped, but the U-Boat and regular Submarine should be restricted to water tiles.
 
It's a unit class feature to be able to range attack land units. It just looks weird with the torpedo animation. If they wanted to do it right, they should give the subs deck guns.

It's just like helicopter using roads :crazyeye:

There are not meant to behave like submarines or helicopters, but like naval raiders and light cavalry... which happen to be in the shape of submarines and helicopters. They make no sense if you think of reality, but they're relevant game wise.
 
Well the German subs came to surface to shoot at English coastal towns during WW1 at least.
They should just make a different animatioon like E-Pursuit wrote.
 
Subs shooting units on land is just one of many seemingly impossible actions
allowed in Civ. (It lacks the comic irony of an elephant with a barista on its
back crossing an ocean and stomping on your coffee plantation.)
