Suggestions for new City-State/Empire mods(?)

I haven't spent a great deal of time reading other peoples ideas, so please forgive me if I suggest something that has already been suggested.

Some things I would personally enjoy would be to add a mod to add existing empires to the game as city-states. Why? Because they could be mutually exclusive so that the player won't know if the new "London" city they've discovered is the city-state of "London" or the English empire. There can't be both, but for a few turns, it's not clear which you have on your hands. Would it be possible to link an empire style of introduction for a city-state? Could an empire appear on the city-state panel until it is exposed as something more than a mere city-state?

There was a mod for Civ 5 that made it possible for city-states to expand to include two or three cities. If this could be done in Civ 6 it would add to the ambiguousness of the true identity of nation discovered.

Another possibility to expand on this would be to add culturally similar city-states very close to their similar empire. So if Cleopatra's Egypt is one of the empires and Rames's city-state is one of the city-states which spawns, could they be geographically located next to each other so that the city-state becomes the satellite of the empire? Could there be a bonus to the relations between the two (or three) and a bonus to the city-states attraction to the empire or maybe a tug-of-war between cities sandwiched between the empire and city-state?

There are so many custom empires being added as mods that duplications of cultures like the Egyptians, or the Romans, happens frequently. Surely there is a way to better utilize this diversity in an interesting way.
