System Restore & Disk Check

I've been having this issue for a while now, when I boot my computer it informs me that I should start a disk check before continuing. When the countdown reaches 0 it informs me that something is wrong and I need to restore my computer to an earlier date.

And here lies the issue, when I try and run system restore I can't, because it needs to check the disk before it can restore.


It's like an endless loop of rage, anyone know how to fix it?
 
What happens if you skip the disk check?
 
system boots as normal, but every time I turn it on it wants to run a check, even though it cant

I think the problem is the "dirty bit" which tells the OS to run a hard drive disk check. The dirty bit is set to "dirty" to demand the disk check, and it should be set to "clean" once the check is finished. Once in a long while that fails (maybe an OS bug). That has happened to me at least once.
