Taking Over Cities PTW style

Everytime I take over a city in PTW it automaticly razes it any idea on how to stop this?

A city of size 1 is automatically destroyed if it's captured. This is the most likely reason.

...and if it has no culture, or citizens of foreign nationality.

EDIT: "Foreign" means foreign to the invaded.

"Foreign" should mean "citizen of your nationality", being "you" the attacker and the AS the defender.

An exception to that rule:
Suppose a city size 1 with no culture and no foreigners, that WAS owned by you and, when in your hands, produced some culture. In this case, if you take over it the city is not razed but captured, and the previous culture point produced by you are conserved.

or citizens of a third party, like tomoyo was saying. probably the same deal with culture though.
