Is there a way to trigger the menu to take over another civ? Because the first time I lose in a game that menu appears, instantly. The second time it takes abit of turns. The third time is even longer and the fourth is unbearable, i just get a lion unit and i cant do anything. So is there a button somewhere for it?

It's possible in RoM if you enable cheat mode. It was disabled because we can't allow players to swap civs in multiplayer games etc. With cheat mode enabled (search civfanatics for how to do that - I won't tell it here) I think the button combination was CTRL+SHIFT+L.
