Welcome!
Click on the tile of the citizen that you want to make a specialist. Then click on the citizen itself until he or she turns into a tax collector. There will be a stack of gold coins in front of the citizen. Does that help?

Also note that you will have to agree to stop using the city governor after you have clicked on the citizen as Aabraxan's first instruction describes. If you are not used to doing this, please note that this will mean that you will then be responsible for keeping the population happy. CivAssistII and MapStat are two utilities that warn you when you need to deal with potential unhappiness the turn before a city starts to riot. They also do a lot more than this. I'm afraid that I find it very difficult to play without them now!
