Tech Values and rating by the AI

I have a question for people who are familiar with the technical aspects of the AI valuing techs, cost factors and such.
In a game (C3C, large continent map) I traded Steam (monopol) for around 240 gpt @1, 117 @2 and 41 @3, the maximum the AIs would give,
nearly 400 gpt, 8000 gold is nice for early industrial tech at large map.
Now because in this particular situation, these are really the maximum numbers as each AI had more gpt available (checked additional trades).

Thing is, researching Steam is only around 2500 beakers, so the first AI overpaid with their 4800 imensly, second AI nearly gave the "true costs".
Normally, I only know this from the other way round, when the AI want to charge you like a million for Nationalism.
Anybody knows the factors the AI values certain techs and overpays?

There is an articel about what the AI will research, als a lot of info about the cost of techs, but what I'm searching for the info how much the AI actually values techs, i.g. is ready to overpay, because this info is of great strategic value.

You do not give all the settings, so we do not know what the "true cost" are for Steam. On a large map at Emperor it is 4800 beakers. At Regent it is 3840. At Sid it is 9600.

So 240gpt is the full price at Emperor. 2340 is the 2nd discounted price and 820 for the third. Seems about right to me, if playing on Emperor.

The Cost Factors are map size, difficulty level and number of nations that know it. Many tools will give you the numbers, CAII, Techcalc or you could just look for the CF in the editor and multiply them.

My apologies Ozymandias. But, an 'idiot' still has a brain, and even the worst 'idiots' really have a lot more intellectual abilities than the civ III AI. The history of the discipline AI more-or-less shows this.

Ah, but my phraseology plays on the very notion of its "intelligence" rather than simply negating it: my aim is mockery rather than literal commentary.
