Temple of artemis

It adds temple to all city and I know that the temple will be removed when I'll get education. My question is: If I have built some temple before the TOA, do Istill have to pay their upkeep?

Not 100% sure, but I think yes. They are still there, cause you can sell them, so I assume they cost upkeep, too.

Generally speaking, if you build it, it costs maintenance upkeep.

No, if you have a real temple and the fake temple on top, you don't pay maintenance for it. It's the same if you build a granary and then the pyramids, or a barracks with Sun Tzu's, or a Lab and then the Net. I'm quite sure of this, having observed the effect often.
