The Fanatikese Constitution has been amended recently, and the following clauses have been added to Article M:
6. Should citizens filling the positions of Minister of Domestic Affairs, Minister of Foreign Affairs, Vice President, or Justice of the Court become absent for a period of seven (7) days without prior notification to the nation, the President may remove that citizen from that office.

7. Should citizens filling the positions of Minister of Defense, or Minister of Science become absent for a period of seven (7) days without prior notification to the nation, the Minister of Domestic Affairs may remove that citizen from that office.

8. Should citizens filling the one of the Ambassadorial positions become absent for a period of seven (7) days without prior notification to the nation, the Minister of Foreign Affairs may remove that citizen from that office.

9. Should the citizen filling the position of President become absent for a period of seven (7) days without prior notification to the nation, the Vice President, with majority approval of the Executive Council, may remove that citizen from the Presidential office and assume the Presidency himself.
The Foreign Minister has asked how the Court interpretates these new clauses, in a specific problem:

Can I remove ambassadors now, or wait until seven days from now?
The Court would see it as a general rule that no laws will have recurrent effect. Thus, people can not be tried for an action that was committed before the law was in place.

However, the Court has noted a few things.
First, inactive ambassadors create severe problems for the Ministry and are hindering the Minister in doing his job. Second, some ambassadors haven't been active in a long time, and haven't given any signs to show that they will come back. Third, the Constitution can not have legislation for every incident that may arise during the game, and it should therefore be interpretated in view of the spirit behind the Constitution.

It is the Courts belief that removing inactive ambassadors will make this team, and thus the game, more efficient and more fun.

It is therefore the ruling of this Court that the Foreign Minister can remove ambassadors who has been inactive for more than 7 days, as stated in Article M, Clause 8 of the Fanatikese Constitution, even in the event that some or all of the 7 days were prior to the ratification of Clause 8.
