This is the thread where the citizens can discuss all legislative issues.

It has been specifically noted that we need to introduce at least a few amendments to our Constitution and laws.

Since Emp. and other citizens have already started discussion of these issues, lets everyone concerned about legislative issues speak up on the matters of law and order, security and rules, appointments and disappointments.

I have also started preparing a few constitutional amendments but the task is not very easy. I can only address the issues which were encountered previously during the game and which were not addressed adequately because of lack of the corresponding legislative regulations. However, everything has been fixed at least temporarily so that the government was able to function somehow. It would be certainly highly desirable to impose a permanent fixture to all these loopholes in the Consitution and Code of Laws.

Well, looks like the war with C3B is knocking on our doors.

What might be needed is that we all have to think about important security issues and leaking of military plans and decisions to the other teams. It has been pretty unpleasant with JokerDF but now, if C3B will know our plans, this would mean sure defeat in the upcoming campaign be it either offensive or defensive.

As a temporary measure, it can be apparently possible to move discussion of critical military plans to the chats instead of the turn thread. Our constitution neither permits nor prohibits this.

I suggest to keep discussions of military plans in the forums, since we need fair and equal access to this among the gamers here. We cannot exclude people based on chat access, which may indeed turn out to be very arbitrary and person based. Our security is good enough, and we have screened ourselves with Riks fine restrictions.

Can Rik please clarify the issue? Did the security check-up finish? Or we are still having suspicious memebers who did not pass through the procedure?

Also, note that the issues are time-sensitive and we cannot afford risking everything now. Since if some citizens would have to be removed from the access roster, this requires attention of Thunderfall.

Access to the ISDG for members who haven't been posting here for a couple of months has been removed by Thunderfall.

There are 8 others on the list who haven't been removed. I have PM-ed those 8 to ask if they still want access.

Removed are:

Apricorn, Xodus, Enkidu Warrior, AcesD, Chaos Machine, Balastulin, D. Minky, Valamas, Detlef richter, Datsekkar, daufoi, UKguy , Bluice, NeoDemocrat, Gravitas, Dccdis, Goldflash, Bobby Lee & Waldoa.

I also suggest to send the save only to members who have their emailaddress confirmed in the Roll Call thread.

If any of the removed members want to rejoin; I am going to PM them all; they can (after some checkups).

The room should be safe now.

hhhmm why dont we set our own double agents in the other teams rather than spying on them we can have some1 go throught the ranks and be troubleasome..or feed false info about us to the other teams???

There are several reasons why we don't do it. The most important is that all teams agrees in the rules to play fair and that double membership is not acceptable under any circumstances.
Another reason is that if I discover someone from our team does so, I'll ban him so badly he won't be coming back on the CFC-forum till at least 2006.

We play fair.

it does nothing to add realism at all, and would render the game utterly useless as every team would be doing it, rendering the competitive edge completely void.

Additionally it will drive teams away from playing the game and spoil the fun. So, spying is not only treason in one team, but for all teams.

bah spying has been one of the major factors in history in all levels of conflict it can make the diffrence it would be interesting to hagve counterspying stuff looking for ppl who may be threats or secret doublle agents that inflitrate the government...so i dont see why it wouldnt be realistic Mr.Hygro...if u dont realise such things happen in the Real world. But im not going to push the issue

For three reasons.

One: the game already includes a method for espionage, one that falls within the spirit of the game.

two: military intelligence is rarely all that good. Being able to go on other's forums will provide exact, perfect, flawless, undeniable intel that cannot be attained in real life.

three, and maybe the biggest one: the game is abstracted and inherintly surreal. Adding out of game elements to enhance realism does not effectively translate into real decisions made by the implied humans living in the Civ world.

so we dont spy on otheer ppl but couldnt we get some1 to pretend they are disgruntled with our team and feed false information about us to the other teams therefore we dont have double membership and we are not spying on any1..all the info would not be false wed move pieces to exactly what our agent leaked and than we tell them false info once they trust our agent where we say we are about to attack here and than the other team would move their armies in that position whilst we are making a full attack in a total diffrent area...very much like the D-day landings where the Nazis thought the allies were going to land in Pas De Calis and that Normandy was a diversion. Now the rules dont say anything about feeding false info and having a false disgruntled member, thus we are not cheating and it makes the game have more intrigue.

actually that idea I could live with. I don't support it though. Hopefully civ4 can make for something interesting like that with keeping to the spirit of the game.
