So, for its early history, Carthage is basically Rome in Tunisia rather than Rome in Rome? Interesting.

Anything else in that 400 years of stagnation? If a nation doesn't do anything for 400 years it tends to get annexed by its neighbors.

The history mirrors Rome, except the eastern half collapses instead of the western half. By stagnation I mean still not powerful enough to annex new territories, but too powerful to be annexed.

Korea (Red) - Korea is the only place where foreigners are allowed to live. It is a "Special Rights Territory" as the European Powers, with the force of arms, have forced the Qing to accept that European are allowed to live and trade, and if a European commits a crime in Korea, he is judged by European Judges, not Manchurians. Korea is also where the capital of Qing Empire, Seoul, is. Foreigners are not allowed to live in Seoul and the laws that exist in the rest of Korea are null and void.

Mongolia (Light Green) - Mongolia is a nomadic region. It has small population, but it is huge. It gives to the Empire the majority of it's cavalry.

Manchuria (Blue) - Manchuria is the birthplace of the Qing Empire. Here it is where the people are more loyal to the Dynasty. It is also the most anti-foreign area of the Empire. Many Shaman Groups call for the destruction of the "Foreign Barbarians", but the Europeans have forced the Qing to hunt down those groups.

Tibet (Orange) - Tibet is the far western province of the Empire. The people in Tibet want independence under their Dalai Lama and always cause trouble to the Qing with their rebellions. This forces the Qing Empire to station tens of thousands of soldiers in Tibet.

Japan (Green) - The Northern Part of Japan is part of the Japanese provinces. The Japanese are very nationalistic and want independence, forcing the Qing to keep a huge army for a basically useless province.

Siberia (Purple) - Siberia is huge but lacks a large population.
