So, for its early history, Carthage is basically Rome in Tunisia rather than Rome in Rome? Interesting.
Anything else in that 400 years of stagnation? If a nation doesn't do anything for 400 years it tends to get annexed by its neighbors.
The history mirrors Rome, except the eastern half collapses instead of the western half. By stagnation I mean still not powerful enough to annex new territories, but too powerful to be annexed.
