That is very general question. The Chinese have no specific bonuses for faster unit build up (except in Rhye's and Fall of Civilazation, a mod), but they get superior archery and gunpowder units due to the protective trait.
 
As fast as every other civ is able to build up an army.
 
I'm in an SG where we're trying to bulb Machinery with a Great Engineer to access the Cho Ko Nus and dominate early game warfare. Sisiutil got Machinery with the Oracle in ALC3 I think, whichever one was Qin. So, yeah, the Cho Ko Nus.
 
If you get Qin, he may be the best culture leader in the game. The Chinese unique building screams for a culture victory. Since Qin is industrious protective, a culture game uses the two triats well, while they are less useful for general conquest games. Mao at expansive/protective isn't bad, although I would rather have industrious for a culture win.

So, I see Qin, I immediately think of culture victory, and Mao is also pretty good for it.

If you really want some fun with China, play an Earth Map Mod as them. There is enough space to found three decent cities and after conquering your main land neighbours, you'll be the largest civ in the old world (maybe even as big or bigger than the New World civs) and can steamroll everyone. I basically won a domination victory as the Chinese on a real Earth Map (I was about 5% away from land area when my Spaceship landed) and it was a blast.
