You assume, however, that all the jungle tiles will be cleared in time for laborers to work them. Given the fact that we now must petition the president for even a single worker to clear these tiles and mine the already cleared ones, it may be quite some time before we have all the jungle cleared.
Certainly an aqueduct will be needed for our town, but constructing it first would provide us with an improvement that will likely not be needed for a number of turns after it is completed. However, a harbor would begin providing benefits immediately after completion, while our laborers get to work producing an aqueduct just prior to when it will be needed for our town to grow into a city.
