The Department of Culture - Term 2

The Department of Culture is currently working on a number of projects, and would like the input of our great citizens on how to prioritize them, and any additional projects that we may need to focus on.

Universities
After analyzing most of our cities, I have tried to identify those that would most benefit from a university. Currently, only 4 cities would generate at least 3 more science (at 40% science rate), making them more valuable than the 2 gold maintenance. Those 4 cities are Fox Nest, PDX, Pherris, and New Falcon.

I can go through all the calculations if someone is really interested, but generally, assuming that a town already has a library and marketplace, if it generates 20 or more commerce, a university will generate at least 3 more science per turn, offseting the 2 maintenance cost and making it pay for itself.

PDX has nearly completed the first one, and there is a poll to change Fox Nest's build queue (vote here)
I have just posted in the Normandy thread regarding the other two. If there are other cities that I have missed, please let me know.

Border Libraries
We have only 3 cities without any culture. Two of these are border cities, Byblos and Elephantine. (Seattle is the third, but is a coastal city, and should be able to build it on its own).
They are both currently building other things, with libraries further in the queue. I have recommended that they be moved up in the asphynxia thread, and intend to rush them with budget funds if they are moved up. This will help to expand our borders, solidify the culture of those cities, give them more tiles to work, and put pressure on our neighbors. The costs if we switch now would be: Byblos 48, Elephantine 72, 120 total.

Culture Assault
This is more of a long term project, but in conjunction with the Foreign Affairs department, we want to build up our culture in our southern cities to try to expand peacefully to fufill our manifest destiny. Foreign Affairs rushed a library in Macao, and we rushed a libary in Justinian. This will put pressure on the Greek and Roman cities in the south. Especially as some of the cities are captured by other powers (i.e. Byzantium), their culture resets to 0, and should be more vulnerable to our assault. The next wave would be to rush temples in those cities with libraries, such as Justinian (220), Macao (216), Asyut (180) and Lutetia (not started yet). This cost is probably beyond our current budget allocations, but we will monitor closely to see when it becomes affordable. Asyut will actually build it on its own in 15 turns, Macao would take 27, and Justinian 55, so it would be the priority to rush.

I welcome any comments/suggestions, and if we have several competing plans I will develop a poll.
 
I think something of cultural value should be rushed in Tlaxtala (sp?) so we can capture the Gems. Perhaps you could get a bit of money from the Trade dept.
