The district system

Actually on that article, it didn't sound to me like he was comparing two science districts he had at the same time, but just using an example that if you had an district you just built, you may decide to not defend it, while if you had one already fully developed, you wold want to go the extra effort of protecting it.

well, that's how he sets up the EXAMPLE! Why should he say "You have to decide saving the culture or the science or the economy" - makes no sense in this regard and would hinder to understand the example. Really: C'mon. :ack:

Could be, but to me it did sound like he describes one conflict, get attacked on your lands and have to decide what district you want to protect. And since you're able to actually build libraries, labs +xx in a science district I'm sure the development of districts is depending on how much effort you will put into it after you built it.
