Records from this period are fragmentary, but what is known is that the wars' roots lie in a group of Human scientists' ambitious attempt to improve the race through selective breeding and genetic engineering. They created a race of "supermen," popularly known as the Augments, who were mentally and physically superior to ordinary men and women. They were five times stronger than the average person, their lung efficiency was 50 percent better than normal, and their intelligence was double that of normal Humans. They also had enhanced senses, including an ability to hear beyond that of Human capabilities. (TOS: "Space Seed"; ENT: "Borderland", "Cold Station 12")
However, one aspect these scientists overlooked was the personality of the Augments. Along with their superior abilities, the Augments were aggressive and arrogant; "flaws" which the scientists were unable to correct at the time, due to the infant stage of the science. One of the Augments' creators realized this, writing that "superior ability breeds superior ambition." That same scientist was ultimately killed by one of his own creations. The Augments rose to power and held dominance over a large portion of Humanity, beginning in the early 1990s. Among the most notorious of these superhuman conquerors was Khan Noonien Singh, who in 1992 became the "absolute ruler" of more than a quarter of the planet, from Asia through the Middle East. (TOS: "Space Seed")
The following year, a group of fellow "supermen" followed in Khan's footsteps, and simultaneously seized power in over 40 nations. Some people were treated as little more than slaves by the Augments. Khan considered himself a prince "with power over millions," and unlike some other nations ruled by Augments under his rule, there were no massacres and no wars of aggression until he was attacked; he was thus among the most admired of the so-called "tyrants" into the 23rd century, being called the "best of the tyrants" by James T. Kirk. (TOS: "Space Seed"; Star Trek II: The Wrath of Khan; ENT: "Borderland")


Reports as to exactly how the wars began vary; some claim that humanity rose up against Khan and his fellow "supermen," while others believe the Augments began to fight among themselves. Regardless of how they began, or who started them, the Eugenics Wars had a devastating impact on Earth, as entire populations were bombed out of existence. (ENT: "Cold Station 12"; TOS: "Space Seed") As the wars raged, and many areas were devastated, others (including those of the United States of America) remained largely unaffected. (VOY: "Future's End")
Among the areas affected by the wars was North Africa. One conflict that occurred there involved a battalion of soldiers that included the great-grandfather of future Starfleet Captain Jonathan Archer. In this encounter, Archer's great-grandfather was able to convince the commander of his enemy's forces to hold their fire long enough to evacuate a school that was directly between them. The Augments were eventually defeated by Humans not genetically enhanced, with Khan being the last of the tyrants to be overthrown, in 1996.


Following this, the Eugenics War scenario should last roughly 1990-1996, not starting some 50 years after 1990. I suggest a progress by months and some implementation of Augments. Also, more civs should be actually Augment-controlled (instead of the current mini nations- Khan excepted). An Always War setting might also be in order.

As a personal note: I find it strange to play a "future" Earth scenario set in the 1990s while living in 2009. (So the startdate might perhaps be like 10 years from now.)

Otherwise I find it a very interesting idea (but the scenario needs a little work IMO).

And I apologize for starting a separate thread on this - no disrespect is intended.

I think it is not so unrealistic to let it play in 1990s in this time in real also million of people died in wars. In adition you can explain that no one noticed what happens, when the goverments kept it secret. Here one example for you: Today we got a lot of Informations about could that we had't in this time, because they aren't anymore secret.
As well the humans in future had a lot of informations from the Vulcans.

I think the sceneriao could have more unique units. I am thinking about adding some from Nations in 2War, because every nation there has their own models. I think it would make the mod more realistic. Then nations can more be like today Europe and USA hightec armys. China, Russia and India big, middeltec armys. Africa lowtec armys.
Perhaps also some Augemts with double strenght.
 
I based it off of the two Eugenics Wars novels written by Greg Cox. Morrison and Hunyadi are supposed to conquer an empire, but that doesn't seem to be happening. I'm thinking of implementing a complex war declaration system to fix this (so Morrison would favor war vs. the US, Khan vs. Hunyadi, etc.).

It should be running from 1989 to 1996 on a weekly calendar. Is that not the case? I originally had it start in 1992, but I felt that it needed to last longer and the only way to go was back to 1989.

I wonder if it would be worth it to make the three "barb" factions into actual civs, but I would need images for the leaders. If anyone's interested in finding images, I would be able to provide descriptions of the leaders (they weren't heavily featured so there isn't too much, but that allows for more room to find something).

EDIT: And their's nothing wrong with starting a separate thread. It's a reason why the mod has a whole forum
 
Thanks for explaining (both of you). As is, the scenario starts out too peaceful and the Eugenic factions you can choose (except Khan) have way too little (techs, area and units) to pose a threat to anyone. Hunyadi for instance almost got assimilated by the EU, as he seemed only to build lots of units. I tried the one starting with Area 51 and an off-Scottish isle (forgot his name) and had to build a lot of culture in Area 51 to prevent the same from happening there.

Another thing is the "empty" areas, which get settled by the nearest civs (US taking over empty Canada and such).

Somalia was taken by the Russians before I even had time to notice there were barbs around.

In short, the Egenic civs are currently too underpowered (even Khan, who controls India) to start any Eugenic War; the Augment factions as is are just small to medium sized civs without any edge over the others. (I like Imrahiel's idea, but the Augments should be strong enough to make - and win - wars.)
 
The random DOWs will include a troop spawn; probably around 10-20 units. I plan on giving Athens to Hunyadi as well. I could add a tech discount as well (50%?). Morrison is harder to balance due to proximity to Area 51 (the good production site for the Aegis and where the Botany Bay was constructed in the books).

EDIT: Added Laser and Satellites to all playable civs. This may eliminate or reduce the need for a tech discount. Also improved some starts (especially Morrison's)

If anyone wants to work on the art I'll add the three more civs (I'm thinking that they should be added but my minute of plugging search terms into google images didn't yield anything useful). Peru would get two cities west of the andes, somolia would get a couple cities in that area, the the chinese one would get one of China's cities.
 
I've added the random war declaration system. After turn 10 the Augment civs (Khan, Hunyadi, Morrison), if controlled by the AI, should randomly declare war on other civs (it's weighted based on attitude and some civ targeting). I don't have any way to know if it actually works or not so I'll be looking for feedback on how it all works out.

Afterworld (to name but one) has perhaps a unit that might figure as Augment.
 
Running a quick game of this, it looks like the Augment civs are not defending their cities. This led to Morrison being defeated quickly and European cities changing hands rapidly and often.

Also, I noticed a few cities that have coal power plants but no access to coal. Would it make sense to switch those to hydro planets or something else?
 
I have a question: Why the Leader of the European Union is Klaus Kinkel ? :confused:
He was the German foreign minister... . Not Chancellor of Germany or President of European Commission. :confused:

The AI random wars give the attacker a stack of 21 units (7 infantry, 7 tanks, and 7 artillery; for this reason in the next patch a human player will get 10 mechanized infantry when declared on like this). Some units are given the attack AI but this was to encourage attacking before the random wars were introduced so they could (probably should) be changed to city defense.

As for Klaus Kinkel, I think it had to do with my searches on google/wikipedia to find someone.
 
IMO Augments should still be implemented. Failing this, the Augment civs' Infantry units should minimally start with superior promotions.
 
Ok, but as person who is living in Europe and Germany i say it is better to use Helmut Kohl Chancellor of Germany( in this time) . Germany is Europe's biggest Nation. Or Jacques Delors the President of European Commission between 1985-1995.
The Chancellor of Germany is the Leader of German Goverment.
the President of the European Commission is the Leader of European Commission, that is the executive of the European Union. Hope this informations help yuo. I give it to you because i know that lot of American havn't a lot of knowledge about Europe.

p.s.: I am not a nationalist( i am feeling as world citizien), but it would be more logical and more historic correct to change it.
 
They start with a Genetically Engineered promotion, giving them a first strike, first strike immunity, +25% combat, and the ability to heal while moving. If I've forgotten to put this on any starting units, please let me know.

I'm going to replace Klaus Kinkel with Jacques Delors (as he was president of the European Commission and so represents the entire EU, and he has higher resolution art).

These were AI wars that I was observing. They definitely need to keep some units on on city defense.
 
It's definitely a balancing act. A complaint has been the way the civs stay small, so when the war is declared, the declaring party gets a large stack to conquer cities. At 21 units, this is enough to make even the AI wage war effectively. Also, those units start with the ATTACK_CITY_LEMMING AI, which is also used for the barbarian revolt events.

In the next patch, the chance for these wars will be cut in half, but the number of civs doing this will be doubled, so it may even out. There will also be a 20 turn delay before the random wars start.

Btw, the troop spawn only applies to the forced random wars, so if the AI declares war normally (or the player does), there are no troops added.

The AI "random" wars aren't so random, actually. Though in the end it comes down to random chance, the AI is more likely to declare on civs they hate, and even more likely to declare on target civs, listed below:
-Khan: All playable civs except Tiejun (since she starts right on top of Khan like Morrison and The Aegis are on top of each other)
-Hunyadi: The EU, The Middle East
-Morrison: The US, The EU
-Gomez (next patch): South America
-Amin (next patch): Africa, The Middle East
-Tiejun (next patch): China, Australia

The target list is determined by what happened in The Eugenics Wars books as well as geographical proximity.
