We can only suggest that you do what you like to do.
Read Civinator‘s latest answer, this is what modding should be, in my opinion.

Only you can really answer if it would be worth it for you.

For me, it sounds like you would prefer to continue with Civ6 modding.
On the other hand, you are most interested if the modding community will be active the next years… tbh, i don‘t think so. Mods are still coming out for Civ6, but most of them does not have the quality like the mods that used to came out 2 and 3 years ago… But also, no one knows if Civ7 will offer the modding capabilities you would need, and if it will survive all the criticism against it.

So my suggestion: Do what you (not another person) think it would be the best way to go. And if you are really not sure, then don’t do it and wait if you will find something you are sure it would be worth it.
