I don't think that we need a trade ministry at all. Kev and I are supposed to deal with all internal trade and if anyone is so brave as to try and steal our precious caravans then control of them should go to the foreign minister.
As I see it the foreign minister is in charge of contact with all other civs: how to behave diplomatically and where to make trades. In discussion with the military leader the foreign minister can make declarations of war again other civs but the actual handling of military operations go to the military, as does production in certain frontline cities. I think that the foreign minister ought to have control of diplomats rather than the military though.
