[NFP] The insane Inca Preserve district bonanza.

No other civilization has the ability to work mountain tiles, however mountain tiles have almost always breathtaking appeal, and surrounding tiles often too. Coupled with earth goddess pantheon this is an insane bonanza of faith and culture, and science later on.
However other civilizations cannot benefit from the preserve in any similar way. The preserve district is not worth for charming tiles, only breathtaking ones and those are found usually on peninsulas and near mountains.
Maybe Preserve district should allow ALL civilizations to work adjacent mountain tiles? Inca get the production and the terrance farm bonus, but other civs can at least get the yields provided by the preserve buildings?
 
I randomly rolled Inca's the other day and that is indeed quite an extra boon for an already strong civ and
without the non-improvement penalty.
 
Preserve feels OP for Inca and UP for other civs. Maybe to a smaller degree you can make it work with Kupe and Pedro II. Kupe works unimproved tiles anyway, so it might be worth to build preserve for sets of charming tiles and Pedro gets extra appeal instead of penalty of appeal from rainforests, leading to more appeal opportunities within inland tiles.
That is why it should be buffed for everyone else. Allowing to work adjacent mountain tiles for everybody would be balance things out.
 
For me the issue with the Preserve is that the bonuses feel a little underwhelming until you get the Sanctuary, which comes late. I'd like to add to the Grove +1 culture for charming tiles, and +1 production for breathtaking. Inca would still benefit more than anyone else, but it would help make the district more beneficial for other civs.
 
I don't think so, as is the preserve is hopeless for charming tiles, unless you are playing Kupe. It hardly justifies not improving the tile, and even if, you are down one district, instead of building something else more useful. Later in the game, you might have an option of combining the bonuses of planting forests and building the Eiffel Tower to construct some breathtaking tiles, but in the end, the rule of Civ is late bonuses = useless bonuses, Early Game is King.
 
They're situational (which is fine) but I still think can be quite good at the right place. Like adjacent to nw, I've found at least room for one or two in all my games so far
